targeted killings.
Didulo states that death penalties will be carried out
as soon as possible, or within 24 hours, and will be
done via public hanging or firing squad. Executions
will occur in the city square, or a on designated island
where the killings will be public viewing for anyone 24
years or older.
IV. The Danger of Didulo
Didulo is and remains one of the most active conspiracy
figures currently operating in North America. No one
else in Canada who expresses this kind of radical agenda
has accumulated a similar sized follower base. Didulo
regularly engages in stochastic terrorism: inciting
speech used to encourage others to engage in violent
acts (Amman &Meloy, 2022). For instance, she said
in a live stream video that anti-COVID-19 vaccines
were “coerced” on “We The People,” which she regards
as murder and genocide, both of which are crimes
against humanity. Those responsible for “coercing”
people to inject themselves with a “foreign chemical”
should “pay with their lives.” Moreover, Didulo has
told her followers that staying quiet meant that they
were contributing to the problem, and adopted a new
tagline: “Speak up and save lives.”
In the past year, Didulo has called for “citizen arrests”
of various public officials. She created a Telegram
group solely dedicated to the discussion and planning
of citizen arrest events, the “Live &Peaceful Citizen
Arrest(s)” group. At present, this group has close
to 1,500 members. Group members target persons
for arrest. Didulo has created videos with specific
instructions on how to conduct citizen arrests. This
program culminated in a group of her followers
attempting to arrest police officers at the Peterborough
police department on August 13, 2022. Their stated
goal was to arrest police officers for “COVID crimes”
that are “crimes against humanity” (Davis, 2022a). The
arrested police officers would then be handed over to
the military. Which military was never specified.
Fortunately, that attempted vigilante action failed.
The weekend after the Peterborough event, Didulo
and her inner circle of 11 followers held a lengthy
“press conference,” reflected upon what went wrong,
and discussed plans for future citizen arrests. Frank
Curtin, the main organizer of the citizen arrest event,
wrote that “it is all OK because the opportunity to do
it right is still ahead of us. We will get it done.” (Davis,
2022b). Didulo’s telegram followers agreed, and vowed
to try again, next time bringing additional persons
and being more organized. Followers subsequently
posted disparaging memes that feature the retired
Peterborough police chief, warning that they plan to
eventually arrest him. Didulo’s citizen law enforcers
appear determined to finish what they started.
Curtin is one of Didulo’s most ardent supporters
(Fondue, 2022), and provides a useful example of an
“active agent.” Curtin came to believe in Didulo’s ideas
after parting ways with his employer, approximately
one year before the Peterborough event. Problems
began between Curtin and his employer when his
employer received funds from the government to
boost the manufacturing of hand sanitizer as part of
the fight against COVID-19 (Davis &Giunta, 2021
Fondue, 2022). Curtin considered this government
funding suspicious. Curtin believes that COVID-19 is
fake, and that his employer had collected that money
illegally. These conspiratorial beliefs then allegedly led
to Curtin’s departure from the company.
After leaving the company, Curtin began regularly
serving Didulo’s cease and desist letters to public
officials (Fondue, 2022). He then specifically targeted
Police Chief Scott Gilbert of the Peterborough police
department (Fondue, 2022). Curtin was upset about
not receiving from Police Chief Gilbert what Curtin
deemed to be an appropriate response to his complaint
about his employer’s supposed illegal activities. Curtin
recorded himself serving a cease-and-desist order upon
Chief Gilbert, and posted the video on his YouTube
channel. Curtin became convinced that Chief Gilbert
was purposefully hiding from him, which only further
increased Curtin’s paranoia. Curtin also believed that
the police chief was purposefully taunting him after
observing a suspicious, low-flying plane above his
home. Curtin claimed that the Chief was, personally,
in that plane.
Curtin has sent other letters to the Peterborough
police. He was upset about vaccines being given to
children. He did not like that the police sent “an army
of officers ...to guard against anyone interfering in the
vaccination of our children.” Curtin alleged that the
