Stephen B. Mutch, PhD, LLB (UNSW), is
Honorary Fellow in the Department of Politics
and International Relations, Macquarie
University, Sydney (now retired). He is a lawyer
and a former member of both the NSW
Legislative Council (State Senate) and the
Australian House of Representatives, serving in
